Paying tolls on existing roads?

The Government has been considering time of use charging (congestion charging) and road tolls. Transport Minister Simeon Brown is looking at the options for tolling existing roads as a way to relieve pressure on strained transport funding. Currently tolls can only be applied to new roads where there is a free alternative. Legislation would have to be changed to allow tolls on existing roads.
