Another business case for second Harbour Crossing

The Government will seek an independent detailed business case on a second Harbour Crossing, despite NZTA having completed an investment case in May and endorsing a tunnel as its preferred option. There will be a worldwide search for a person to lead the business case, who will answer to ministers instead of the New Zealand Transport Agency (NZTA).
